Dale Cornelius is the chair of IMS Global’s State Assessment Innovation Leadership Network.  Previously, as chair of the PARCC Assessment Technology Group, he helped develop the first large-scale assessment designed to be delivered 100% online and accessible to all students. Involved in the development APIP/QTI accessibility and interoperability standards since the beginning, when Maryland helped win the initial USDE grant to fund the project in 2009, he credits the standards with the ability to move Maryland's 1,500 plus public schools to 100% online assessment.
